San Diego Quieter Home Program

The Federal Aviation Administration (FAA) has determined that residences, both historic and non-historic, within the 65+ decibel level contour map around San Diego International Airport are eligible for sound attenuation treatments to mitigate aircraft noise. The FAA has set a goal of reducing interior sound levels for San Diego residents by at least 5 decibels, providing a noticeable reduction of noise inside homes.Heritage Architecture & Planning teamed up with the Jones Payne Group in order to assist the FAA and the San Diego County Regional Airport Authority with this program. The Preservation Planning Division of Heritage was in charge of aiding the FAA and Airport Authority in meeting their obligations as described in Section 106 of the Historic Preservation Act of 1966 and assisting in the Programmatic Agreement Update between the participating agencies. A historical survey and individual property reports were completed by staff qualified under the Secretary of the Interior’s Qualification Standards. The scope of work for Heritage’s Architectural Division included field work to document existing conditions, preparation of Construction Documents, assistance during bidding, processing for permits, assistance during construction, and construction observation services.
